[BUG]: Incorrect handling of "Details on Hover" flag #3

Describe the bug As discussed with Issue founder, togglable flag for "Details on ID Hover" sometimes is ignored and Details are visible even if toggle is off.

To Reproduce Steps to reproduce the behavior:

  1. Toggle flag on
  2. Toggle it off
  3. Go into Rally page with some Data Table
  4. RVI-refresh page (on click) a lot
  5. Hover over gray "ready" mark

Expected behavior Toggle should be handled properly
