Description: (details of what and how should work) Some way to save an item as Template for later creation without the need for it to exist in Rally directly

Additional Context & Ad Hoc Info: Example: User Story data saved somewhere without this US existing anywhere

[ ] Save all non-readonly properties
[ ] Entrypoint for creation
[ ] (maybe) leave some properties explicitly empty so that with each creation they can be applied specifically for copy only (Ex. US: Plan Estimate)
[ ] (spike) only for specific Rally item types, like US/DE/TA or universal for any supported type?

It seems some feature like this exists in Rally OOTB. To be looked at.

If not in Rally OOTB, this now can be done by RVI terminal, mix of macros and mk command.
