[FE]: A11y: Shortcuts for specific Subpages in Rally #45

Description: (details of what and how should work) Some way to have shortcuts like Opt+T for Timesheet and Opt+I for Iteration Status for selected tabs.

Additional Context & Ad Hoc Info: (Add any other context about the problem here.) My own idea, no pressure for it. Possibly Rally have something hidden but available, similar to this idea

It seems Rally has nothing... Why am I not surprised...

Actions to consider:

[x] Engine to set shortcut
[x] Engine to display shortcut:
- [x] on CUSTOMIZED NAVIGATION
- [x] on default view
[x] Engine to show possible shortcuts on "Opt" hold
[x] Engine to toggle this A11y altogether
[x] Engine to apply action

Disclaimer: the shortcuts seems to preferably be Opt/Alt+[key]
