[DEV]: Engine to transfer RVI metadata from REL to BETA and vice versa #71

It is possible OOTB via chrome.storage.local API within background.js Service Worker.

SPIKE if anything else is required

(currently, if we will be doing BETA testing on Mondays, I can just transfer the metadata for them...)
