New captcha needs pushing to release branch #1302

I would imagine it's a large enough problem for release users that it warrants getting patched in on all branches. Especially as the current releases Noscript/JavaScript captchas both use Google.

Considering an automatic captcha solver already exists, I will wait to see what they do, probably two weeks; they might even move to hCaptcha, which is already used on some minor pages. There are some changes between dev and stable at this point that will make it not a straight port due to some of the utility methods I'm using.

I'll leave this open for my own notes.

Long enough time have passed and situation is apparently stable for now.
