Add local config, setup screen #39

To properly sort out some of the other PRs open like the installing in other path one, there needs to be a proper mechanism to actually select another path, hence a setup screen (one version early!). Also, local config so it can actually be stored somewhere. Will add storage of launch options to #38 once merged.
