Overview

The goal is to improve the UI characteristics of the cart icon so that:

hovering over the exclamation or cart button doesn't highlight the buttons separately
the buttons function like one singular button

Action Items

[x] Update the styling for the cart and exclamation buttons to that hovering over one of them changes both of the their hover effects
[x] Move the exclamation button on top right-hand corner of the cart button for stylistic purposes
