AdGuard Personal DNS disconnects when open program when Adguard VPN is Enabled

Environment

- OS: Windows 11 23H2
- Other network-level software: Bitdefender Total Security Ant-Virus

Issue Details

Steps to reproduce:

1. Enable Adgaurd VPN for Windows setup with Adgaurd personal DNS protocol QUIC
2. download the program Tixati and open the program
3. then go to Adguard diagnostics and you will see DNS is not connected.

Expected Behavior

AdGuard Personal DNS should always stay connected when opening any program on your computer when the VPN is connected to the custom DNS you have set up.

Actual Behavior

AdGuard Personal DNS get disconnected from my Custom AdGuard Personal DNS that is set up in AdGuard VPN for Windows.

Additional Information

This happens in AdGuard VPN for the Windows Release version and the Nightly Version of the Windows VPN version.
