AdGuard version:
- <3.4.31>
Browser and version:
- <Chrome 83.0.4103.61>
Operating system and version:
- <Windows 10 - 1909 with latest May updates>
Filters you use in AdGuard:
- < no filters >
Stealth Mode settings:
- < disabled >
Other browser extensions:
- < none >

Expected Behavior

AdGuard Malware/Phising Protection is disabled

Actual Behavior

Not Google Safe Browsing, but Adguard Malware & Phising protection blocks a link on VX-Vault URL

Bug

Found the reason (had user rules not deleted when reproducing the, was blocking all internet traffic to RU domains, removing that rule did the problem go away.

Why does AdGuard calls home when Malware and Phising protection is disabled for some websites?
