Add ability to update custom filters in MV3

Issue Details

there is no way to update custom filters in MV3 version of extension, but re-adding a filter list (which is not really comfortable)

Proposed solution

add "update filters" button at least for custom filters updating since static filters cannot be updated in MV3

Alternative solution

update custom filters during the extension update (https://github.com/AdguardTeam/AdguardBrowserExtension/issues/2944) but it is less convenient that a button to update at any time and not to rely on the extension update

At least this is not P4 anymore.. Having to update our custom filter lists manually and guess ourselves when a new version is available should not be a low urgency, minor impact issue. They should auto update and this should be added ASAP.
