Update: I did all that you advised and it didn't work. The only thing that seemed to work is to place safari on private mode with Ad Guard and that worked. If you place in private in and pause Ad Guard the ads come back. So the combination is definitely doing the trick.

@michaelbasca AdGuard for Safari does not support some advanced rules(in this case - removeparam, which blocks video ad in another AdGuards), and this ad cannot be blocked.
