You may have to log in and view any of your pages on Notion to see this. Alternatively, find a link to someone else's notion page. This issue may not show up on home page logged out. This page shows up even if I accept cookies, thus blocking me from using notion entirely. This issue cannot be reproduced in Chrome after clicking accept all cookies.

Not reproduced. I see small notification when login in private tab without AdGuard.
