I've disabled this in my Google account under "Sign in with Google settings", but this pop-up persists. Username: @raulcantara.com

Unfortunately, it can't be blocked, otherwise an incorrect blocking will occur. You can block it by adding this rule to user rules. Note that Google authentication won't work.

@zloyden Turns out there is a way to turn this off in Chrome settings: https://support.google.com/chrome/answer/14264742?hl=en&co=GENIE.Platform%3DDesktop&oco=0
