Added rule which fixes it for me. Now the ad tag is an image which combines the tag and the ad text. Only difference so far is the ad ones have > strong as a child of the cryptic link (which changes sometimes too).
Sometimes the ads do not seem to have > strong. Please check @AdamWr if your ads also have ".b_algo > h2 >a[h*=".3"]" while the normal results have different ones.
EDIT: It seems it is fixed for me when I block this script (||bing.com/rb*.js?bu), but I think blocking it is a bit unsafe:

I can't reproduce these ads on my side. It looks like they are checking if ads are hidden and if so, then they display ads in different way.

Yes, you are right. Seems to be an detection. I added required exclusion rules (one rule from EasyList, two from EasyList China).
