Issue Details

1. I'm only trying to enable "Routing apps via proxy" for certain apps I want.
2. Even if I disable all existing apps except for the specific apps I want, the newly installed apps will be active,
3. Therefore, newly installed apps must be disabled separately in the AdGuard settings.

Expected Behavior

"Disable proxy for all" automatically apply to newly installed apps.

Actual Behavior

"Disable proxy for all" does not automatically apply to newly installed apps.

@hsp1020 This option is currently changes routing through proxy for already installed apps and it works as designed.
