Twitch Forcing 480 P #3595

Steps to reproduce

Go to Twitch.tv the player forces 480p quality.

Expected behavior

I expect to have the streamers stream quality, I.E 1080P 60 FPS.

Actual behavior

Player only gives us up to 480p.

CHROME Windows 1909
