After disabling and enabling on-fly filtering (not the setting in advanced options) for third time AND manually restarting adguard service and filtering driver, it works again.
While problem with local.adguard.org
serving is "solved", this bug appeared multiple times already, seemingly at random.
What is interesting though, despite local.adguard.org
requests not being handled locally, filtering still work (ad requests are blocked), but obviously cosmetic filtering doesn't work.

Could you please let us know if you are using any antivirus or other network related software on your device? Also, if you encounter this problem again, please try going to Settings → General Settings → Advanced Settings
and unchecking the Filter localhost
checkbox there and let us know if this helps.
Other network software includes Adguard VPN and maybe VMware Workstation virtual machines (bridged network mode), but Adguard VPN works in SOCKS mode. I don't run any third party antiviruses or firewalls.

If you are using AdGuard in conjunction with AdGuard VPN or other network related software, and you are experiencing problems loading websites, please make sure to disable Filter localhost
in the AdGuard settings. This is to avoid network looping issues.
If the issue reappears after that, please reopen this issue, and we will continue our investigation.

As i said before, Adguard VPN is working in SOCKS5 mode, not VPN mode. When i need to open specific website through VPN, i create rule in Proxy SwitchyOmega, so this is not caused by interference from Adguard VPN side.

The local SOKS5 proxy created by AdGuard VPN still uses the Localhost address, so some interference is still possible.

finishes with "Connection refused" (as expected).Windows reports "no internet connection", due to ISP cable cutoff due to extreme weather conditions, hence mobile internet is utilized (home router is wireless AP connected to android smartphone). Despite Windows reporting "no connection", internet connection functions normally.
Using Adguard in proxy mode DOES work,
local.adguard.org
requests are properly served by Adguard itself.Trying to update filters in Adguard app window results in a lot of them being reported as "Error", despite being able to load them directly through web browser.
