Arc for Windows does not work #5053

Browser version

Arc for Windows - Build Info: 0.11.0.12143 (0000) OS Version: 10.0.22631

What filters do you have enabled?

Issue Details

Steps to reproduce:

  1. Add Arc.exe to filtered applications
  2. Start Arc Browser

Actual Behavior

If you add C:\lJsers***\AppData\Local\Microsoft\WindowsAppsap7aakyb4\Arc.exe to the list of filtered applications Arc starts, but does not filter; If you add C:\Program Files\WindowsApps\TheBrowserCompany.Arc 0.11.0.12143 x64_ttt1ap7aakyb4\Arc.exe to the list of filtered applications Arc fails to start (crashes), but if you add it to the list as it is running it will filter the ads, but will fail to start again after closing it.

Expected Behavior

Arc should start and filter ads.

@diegocjorge it is duplicate of https://github.com/AdguardTeam/AdguardForWindows/issues/5027 so I'm gonna close this issue.
