Do not change rules order in user filter #2159

Issue Details

Expected Behavior

After any changes of the rules in the editor, the order of the lines must be exactly as it was when you clicked Save.

Actual Behavior

Disabled rules are moved to the end of the list when you exit from User rules and open it again. Very annoying behavior when you work with more than few rules.

I believe this is not a bug but a features instead. It makes thing easier if you have lots of rules and don't want to them to be messy. However, you can suggest this as a features improvement.
