Exception rule is not applied

Steps to reproduce:

1. Open Yandex Navi
2. Check the filtering log, you will see a blocked connection to report.appmetrica.yandex.net
3. Add this rule to the user filter: @@||report.appmetrica.yandex.net$app=ru.yandex.yandexnavi
4. Restart Yandex Navi and check the filtering log again

Expected result: connection is unblocked Actual result: connection is still blocked
