Remarks for logger comments

• Add a reason of excluding for is excluded by: comment. (by exclusion.txt / by trust-levels
• removed with removeRulePattern => removed with removeRulePattern (*platform, filter name/number*), because the log file is big, it is not possible to find platform name fast;
• strange event:

  [23:48:27][LOG]:e24.no#$#.rightColumn { margin-top: 10px !important } removed with removeRulePattern #\$#

  I see e24.no#$#.rightColumn { margin-top: 10px !important } in resulting filter 249 for Opera. #$# should not be excluded according to https://github.com/AdguardTeam/FiltersCompiler/blob/master/platforms.json
