Merge PopupBlocker to Adguard Extra Extension #274

With Manifest V3 becoming mandatory in January, many Userscript managers won't function due to the new restrictions. It would be a good idea to merge PopupBlocker to Adguard Extra extension or create a standalone extension for PopupBlocker.

We are currently not planning to do such a thing. Also, mv3 is postponed again.
