Links in some issues are incorrectly decoded #273

For example in this issue - https://github.com/AdguardTeam/AdguardFilters/issues/81585 It redirects to - https://play.tv3.lt/series/tv3-zinios%2Cserial-2500943/2021-m-sausio-31-d-tv3-zinios-1830%2CEPISODE-2501108 but it should be - https://play.tv3.lt/series/tv3-zinios,serial-2500943/2021-m-sausio-31-d-tv3-zinios-1830,EPISODE-2501108

I guess that it happens when URL contains ,.

Same issue here - https://github.com/AdguardTeam/AdguardFilters/issues/82334 but with @ character. It is - https://steemit.com/maps/%40tendencia/20180813t053302701z-post but should be - https://steemit.com/maps/@tendencia/20180813t053302701z-post
