Conversion Overflow error when opening MP

Describe the bug The MP has been imported into a non-US environment. Various settings are configured and upon some subsequent open of the MP, a vague error is thrown by SCSM to the effect of "Conversion Overflows."

Help us reproduce the bug Change your Windows region settings to a non-US region. For example:

• Country or Region = Sweden
• Regional Format = English (Sweden)

Expected behavior Ability to open the MP and continue to modify values

Additional context

• This issue was raised in the Cireson community but arose during initial testing of #227
• This issue appears to be linked to use of the connector in non-US regions/regional decimal delimiters as described in #217
• It appears this could be triggered by any one of the 9 decimal properties whether they are used or not (i.e. Azure Cognitive Services, Machine Learning, or Announcement expiration times)
