Nation Duplication #2

For some unknown reason nations are sometimes duplicated in the data

this still happens and happended in the most recent campagne for bel sca and a few others

It can be that said nations were in civil wars because a country and its revolting counterpart will have the exact same definition in the save file which the script relies on to uniquely identify a nation, but the revolter will have an additional attribute civil_war = yes to distinguish it from the main country.

that definiltly is one of the issues and i belive could have ben a issue last campagne. but this doesnt lign up for belgium and other countries i would have one line of belgium that went to 1860 then a new line that after a gap in economic data went onwards for some this ligned up the ai running the country for a short time
