Force sending of '.' instead of ',' when using a non-English version of Windows #1

This causes a ',' to be sent to the Arduino instead of a '.' and will 
always result in a non-matching command during check after sent to 
AeroQuad.

Created custom INI file to handle correct decimal to use.
