Element titles not displaying #170

What steps will reproduce the problem?
1. PHP 5.2.3 
2. Apache 2.2.8
3. Https
4. Rendering any elements. 

What is the expected output? What do you see instead?

There are no titles for the form elements, the form configuration also seems to 
not be going into the form element. 

What version of the product are you using? On what operating system?

2.3 php5, Ubuntu server 8.04.4 LTS

Please provide any additional information below.

I've attached a screen shot of how the form displays (tested in both firefox 
and chrome).

Also attached html source and php file calling the form elements. (This file is 
included the /PFBC/Form.php file is called in the parent file and 
SESSION_START() has also been called).

I tried commenting out all lines except for calling the class and creating a 
textbox but got the same results.
