Additive Layer Eyetracking Bug #1

When user joins the world the vrc default eyetracking is active when eye tracking state is true. So there is problem initialization of the eye tracking states.

Fixed with v0.3.0 added a 2 second initialization delay to allow other base animations to go through causing initialization issues with the additive layer.
