Rename 'neuronbot2_bt' and modify update_rate of gazebo laser plugin #5

  1. Rename the package from 'neuronbt' to 'neuronbot2_bt'.
  2. Modify update_rate of gazebo laser plugin to avoid dropping (laser_frame to map) TF transform. Because the transform_tolerance is 0.05 in AMCL, so we increase the update rate of simulated-laser to 20.
