Required Information

[X] AEM Version, including Service Packs, Cumulative Fix Packs, etc: 6.4.2 (maybe earlier)
[X] ACS AEM Commons Version: 3.19.0
[X] Reproducible on Latest? yes/no

Expected Behavior

I should be able to edit and configure the ClientLibrary Manager "pages".

Actual Behavior

Steps to Reproduce

Start AEM 6.4.2
Install ACS Commons ~3.19.x
Open Miscadmin
Open Designs / ACS COmmons
