How to use access control for this custom edit types?

Hi, Consider I am adding a custom icon to the toolbar and i want to restrict that operations to few users.

let's say I want that custom icon in the toolbar to visible for superuser same time that should not be visible to other normal users.

Is there a way to achieve this? can you please suggest something for this.
