Inconsistent information: Sticky Sessions and Encapsulated Tokens are NOT enabled by default #183

Issue in ./help/sites-cloud/authoring/personalization/user-and-group-sync-for-publish-tier.md

The documentation states here https://github.com/AdobeDocs/experience-manager-cloud-service.en/blob/main/help/sites-cloud/authoring/personalization/user-and-group-sync-for-publish-tier.md#sticky-sessions-and-encapsulated-tokens-sticky-sessions-and-encapsulated-tokens that aem cs has sticky sessions and encapsulated tokens enabled by default .

We recently had an P1 issue with our login and it turns out that sticky sessions and encapsulated tokens are NOT enabled by default. They are only implicitly enabled by enabling User Sync / Data Sync https://github.com/AdobeDocs/experience-manager-cloud-service.en/blob/main/help/sites-cloud/authoring/personalization/user-and-group-sync-for-publish-tier.md#sticky-sessions-and-encapsulated-tokens-sticky-sessions-and-encapsulated-tokens which requires a ticket at Adobe side to enable data sync individually for each environment.

Please update the documentation on this as this clearly has false information in it
