Data Collection's Extension Development section needs clearer separation between Web and Edge extensions #154

The "Extension Development" section at https://github.com/AdobeDocs/experience-platform.en/tree/main/help/tags/extension-dev had originally been written with Web extensions in mind. But with Edge extensions now, the pages under Extension Development need to be re-organised so that relevant pages are under the relevant "Web extensions" vs "Edge extensions" sub-sections.

For example: https://github.com/AdobeDocs/experience-platform.en/blob/main/help/tags/extension-dev/configuration.md and https://github.com/AdobeDocs/experience-platform.en/blob/main/help/tags/extension-dev/turbine.md should be under "Web extensions".
