Clarify "import" usage #4

How should a consuming client use the "import" configuration in dsp.json?

Should they namespace each file (data/foo.json is namespaced to foo.*)?
Should they be merged into a single global namespace (all keys in data/foo.json are merged with keys in dsp.json)?
Is there some other algorithm that should be used?
