Fill in stubs for alternative maximization schemes #2

I created stubs for all three standard schemes: joint, and both conditional maximization approaches. Currently only the JOINT_MAX is implemented, primarily because in the past this has yielded the best results. Add maximization code for GP_MAX and PG_MAX.
