Update Maturin to 1.2.3 and build aarch64 wheels #42

Bumped version to 0.0.7 Added CI to create wheels for windows, macOS (x86 and aarch) and linux Bumped version of minimap2-sys to 1.15, which now builds correctly on aarch64.

This should mean we have native wheels on macOS - I think

LGTM Will say that the tests have only run on Ubuntu x86 and that probably is a separate issue that needs addressing.
