Investigate packer.io as an alternative to Veewee as Veewee is EOL #2

The Veewee maintainer is no longer continuing and is looking to discuss a merger with packer.io

Have started on this. Installed the veewee-to-packer gem and then ran veewee-to-packer over the definition.rb file that we had for veewee/definitions/openjdk-development.

Had to change the build types from vmware and virtualbox to vmware-iso and virtualbox-iso respectively.

Build seems to more or less run the same as a Veewee build after that. Need to find out what the packer.io equivalent parameters --auto, --force (discovered, it's -force) and --nogui are.
