Port chef, apt, and ruby scripts to puppet. #21

This marks the start of porting the shell scripts to puppet. apt.sh was an easy candidate, and not building ruby from scratch saves several minutes of build time.

LGTM. Merged this locally and rebuilt, and it appears to provide the environment needed by the build environment setup scripts.

Could someone else (@karianna or @andrzej-majewski perhaps?) please eyeball this before it gets merged?
