Description:

Create template with header & footer (a html file) and update previously created html files to implement this header/footer

Acceptance criteria:

Must have header (design currently not important)
Must have footer (design currently not important)
Must have spaceholder area, where the main text would go

Sketches / Mockups:

The 'rendered documentation page' in the sketch isn't part of this issue
