Extract parameters of the shell in a configuration file #3

Aim

Have all the configurable information in a particular file (configuration.ini). e.G. The path to the /.klei/DoNotStarveTogether/ directory

It will avoid the edition of the file by users.

Limitations

do not create section for database,
do not create the API (talk 09/08/16), it will be developed with an other issue as reference.

@Adrenesis Can you add some description to the Aim section? e.G. what the file will look like, the organization of its content... When you will be done, please check it with me before code :3
