Add ExplainFaceRecognition to Sample Projects -> AI.

Despite the recent popularity, there aren't many AI related projects yet.
ExplainFaceRecognition is an interactive tutorial, thus explaining and showcasing/actively applying it's topic.
The tutorial contains code samples on its pages but also is suitable as a showcase itself (as it does what it explains)
Shows how to use the face detection & recognition both in blazor server as well as locally in a Windows/Android app -> showcases Blazor Hybrid too.
MIT licensed: free and open source.
