RCS mode for rockets on stations #1219

When rockets leave the space station, they go down instead of up.(apply same comment to space elevator)

Also, if you could add a way to make a ship that can move on the planet after being launched from a space station. similar to this mod, except you can still move on them. https://github.com/elytra/DavincisVessels

You can design a spaceship that can be disassembled and build to a davincisVessels ship. Although they look a bit ugly somtimes.

Space elevators have this fixed. Rockets have no real need, as they simply need to thrust away and down/up makes little difference. Leaving open due to the possibility of an RCS mode on stations/planets (unlikely though)
