[Suggestion] Add error messages to Rocket Monitoring Station #1421

Description of the problem

It requires some conditions to launch gas mining rockets. For example, the station must stay over a gas giant. When the conditions are not fulfilled, the gas mining rocket isn't launched. Hitting "Launch!" button in Rocket Monitoring Station GUI doesn't do anything. The player can't be aware of what's the matter with it. If the Rocket Monitoring Station gives an error message to the player, the playability will be enhanced.
