[BUG] Station gravity can't go to 0 #1914

Have you verified this is an issue in the latest unstable build

Does this occur without other mods installed

Description of the problem

With "allowZeroGSpacestations=true" in config, create a station and place the station gravity controller. It will by default set artificial gravity to try to reach zero, but will be stuck on 0.01 forever. When the manual slider is moved, it can no longer be set to zero, only 0.01.
