For this to work for all values #788

for this to work for all values when the user wants to get all values irrespective of the value selected in the rule

I'm pretty sure this PR will have breaking changes, so we're unlikely to be able to accept it.

Could you provide some more detail on the issue you're facing so we can assess the best way to achieve that please?

When using this function acf_get_field_groups( array('user_role'=>'all','user_form'=>'all') ), the function returns empty array, while it should return all the fields where the rules is set for user_role of usr_form irrespective of the value set
