Binary incompatibilies: could improve TestSPG error message #62

This message could be a bit more clear:

Failed to run pyspg in 'C:\\Users\\<name>\\Documents\\Python_code\\GSAS-II\\GSASII-bin\\win_64_p3.11_n1.26'
error: DLL load failed while importing pyspg: The specified module could not be found.

This appears when a user is trying with numpy 1.24 (via Pycharm).
