Adds the git hash to the end of the version number when there is not a -vM* tag at the current HEAD so that dev builds all have their own unique version number.
Specifying the version of the build is now done in setup.py. I wasn't sure if the file called VERSION was used by any other scripts, so setup.py will update that when it builds the stuff.
