Thunderstorms during winter #122

Describe the bug

AdvancedSeasons 1.3.6 Spigot 1.21 ProtocolLib #721

When using custom weather, you get thunderstorms during winter constantly, which is highly unnatural.

How to reproduce

Install, set to winter, wait for it to rain or use the weather command. Chances are it will not simply rain, but it will be a storm with thunder.

I'm not sure why this occurs. AS doesn't produce thunderstorms.
