Snow accumulates everywhere on the server except in WorldGuard regions. Already talked to them, they provided little help, and just told me that this plugin for some reason doesn't interact with worldguard like it should.
The no-snow biomes have not been changed, and it is clearly snowing, just nothing is accumulating on the ground.
How to reproduce
Create a worldguard region with basic permissions
Set winter and let it snow
Snow falls, grass changes color, but snow does not accumulate on the ground
