Buff does not apply #67

Buff statues configured do not apply any buffs at all. Default custom statue "Goblin" sometimes gives the Shine buff on a fresh TerrariaServer install. But after a few buffs, it stops and does not ever buff again. Sometimes the Shine buff does not execute at all on a fresh TerrariaServer install.
